The Company's Universal Service plan contains five components: the Cap Rate, Low Income Energy Assistance Program (LIHEAP), Matching Energy Assistance Fund (MEAF), Low Income Usage Reduction Program (LIURP), and Customer Assistance and Referral Evaluation Services (CARES).
